President Robert Gifford called the regular meeting of the Park Ridge Village Board to order at 5:30 p.m.  Trustees Gordon Renfert, Randy Busch, and Dr. Steve Bergin were present.  Trustee Trish Baker had notified she would be a few minutes late.  Also in attendance:  Bob Daniels (219 Sunrise), Jeri and Paul McGinley (516 Sunrise), Tom Gloudemans (302 Greenbriar), Dan Holloway (509 Linwood), Fire Chief Brian Lepper, and former Fire Chief, Ron Slicer.

 

Agenda –  Trustee Renfert moved to approve the agenda.  Seconded by Busch.  Trustee Baker arrived at the meeting at 5:34 p.m.  Carried with no negative votes.

 

September minutes – Busch moved to approve the minutes.  Seconded by Bergin.  Carried with no negative votes.

 

September Treasurer’s Report – Baker moved to accept the September Treasurer’s report.  Seconded by Bergin. 

 

Update on vicious dog ordinances – Busch motioned to move item to November agenda.  Seconded by Renfert.  Carried no negative votes.

 

Presentation by County Board Supervisor – Robert Gifford, County Board Supervisor provided a short report:

 

Acceptance of Fire Chief’s Quarterly Report – Chief Lepper noted Fire Truck Engine #2 is having fuel pump issues and will no longer be available for use.  Baker moved to accept the report.  Seconded by Bergin.  Carried with no negative votes.

 

Discussion and possible action on formation of committee to research borrowing options– Gifford asks for volunteers for committee.  Busch stated for volunteers that are not directly from the Board.  Bergin noted that the committee be given more latitude on costs and options.  Busch motioned to table item #8 until a later date.  Seconded by Baker.  Carried no negative votes.

 

Discussion and possible action on Village Ordinance for burning regarding hours and rules -  Chief Lepper noted discrepancy on the time and rules for burning.  Baker motioned to accept a draft of Fire Ordinance update written by Chief Lepper.  Seconded by Busch.  Carried no negative votes.

 

Discussion and possible action on developing a Fire Department Auxillary-  Busch motioned to update Fire Department Reserve account for transfer of donation and fundraiser monies at end of year.  Seconded by Baker.

 

Discussion and possible action on entire 2017 budget – The Clerk noted the proposed 2017 budget  figures were not ready and requested a special meeting on budget only for the discussion and possible action on the entire 2017 budget.  Baker motioned to approve the Special Meeting on Budget only to be held on October 31st at 5:30 p.m.  Motion seconded by Renfert.  Carried no negative votes.

 

Update on Village Hall – Stay Green Sprinkler System scheduled to winterize sprinkler system next week.  Will also check for any damage in system due to swaling process.   Clerk to call for repair to outside light located in back parking lot. 

 

Street Update – The asphalt patching has been completed.  All swales are completed with seeding and mulch with the exception of one located at the SW corner of Linwood and Hillcrest.  The swaling is expected to be completed in full by the end of October.

 

Approval of October bills – Baker moved to approve the October bills.  Seconded by Bergin.  Carried with no negative votes.

 

Set date for Public Budget Hearing/next regular meeting – Baker motioned for the public budget hearing to be held on Monday, November 21, 2016, beginning at 5:30 p.m.  The next regular board meeting will be convened on November 21, 2016, at 6:00 p.m., immediately following the opening of the public budget hearing.   Seconded by Busch.

 

Baker moved to adjourn the meeting.  Seconded by Busch.  Meeting adjourned at 7:11 p.m.
